Subgroups under HCTs and ICCGs

The number of thematic subgroups under HCTs and ICCGs decreased to 205 from 225 in 2023. On average, there were 6 subgroups in each operation in 2024, down from 8 in 2023. Operations with the largest numbers of subgroups were Burkina Faso, Ethiopia, and Myanmar (all with 11 subgroups). Decreases were observed across all thematic subgroups other than Gender.

Below are highlights regarding coordination of the thematic issues that had the highest number of dedicated subgroups globally:

  • Community Engagement, Accountability to Affected People, Communication with Communities (CE/AAP/CWC): Reporting either to the HCT or ICCG, 31 subgroups on CE/AAP/CWC were active across operations surveyed, up from 30 sub-groups in 2023.
  • Coordination of Cash and Voucher Assistance (CVA): 82 per cent of operations (24 out of 29) had a dedicated group for the coordination of CVA. In 22 of these operations, the Cash Working Groups were established in line with the IASC Cash Coordination Model. In the remaining two operations (Iraq and Mozambique) the groups are established as Social Protection Working Groups. The Cash Working Groups in Libya, Pakistan and Philippines are outside of the IASC Cash Coordination Model.
  • Protection from Sexual Exploitation and Abuse (PSEA): The total number of established PSEA subgroups increased from 24 to 26 from 2023 to 2024. Mali and Zimbabwe had no active PSEA network in 2024, but both had PSEA subgroups in 2023.
  • Access and Civil-Military Coordination (CMCoord): 25 operations had dedicated subgroups on access, 16 operations had dedicated CMCoord subgroups (e.g. CMCoord Cell, CMCoord Advisory Group), and 15 operations had both access and CMCoord groups. Three operations surveyed – Madagascar, Pakistan and Zimbabwe –did not have access or CMCoord subgroups.
