Subnational-level coordination

A diverse range of coordination mechanisms was maintained at the subnational level in 2023 to ensure effective humanitarian responses closest to affected people. These included subnational HCTs, subnational ICCGs, subnational clusters, as well as area-based and localized structures and rapid response mechanisms. These mechanisms maintained linkages with their national counterparts, playing a vital role in coordinating operational-level responses while ensuring that national-level coordination bodies remained informed of evolving local dynamics. The configuration of subnational coordination mechanisms continued to be shaped by contextual and operational realities, influencing their location, number, and type.
