SITUATION UPDATE

At least two million people in northern Mozambique need life-saving and life-sustaining humanitarian assistance and protection in 2023 in Cabo Delgado, Nampula and Niassa due to the impact of armed conflict, violence and insecurity in the region.

In 2023, the Humanitarian Response Plan (HRP) in northern Mozambique seeks US$513 million to target 1.6 million people. A total of 67 humanitarian organizations coordinate through the HRP framework to assist people in need. Between January and July, approximately 1.4 million people were reached with some form of humanitarian assistance. The Food Security and Livelihoods Cluster (FSL) reports the highest level of achievements (110 per cent of target).

However, since April 2022, half rations have been distributed except for December 2022 and January 2023, which allowed to cover a larger caseload but with a much smaller ration.

At the end of July 2023, the HRP is 29 per cent funded, having received $151.3 million. Funding imbalances among clusters persist; in the third quarter of the year, only the Water, Sanitation and Hygiene Cluster has secured more than 50 per cent of its requirements, while the funding level for the remaining clusters ranges from eight per cent (Education and Protection) to 44 per cent (Refugee response).
