Provide safe, timely, principled and gender-responsive life-saving humanitarian assistance to the most vulnerable groups (including those displaced, directly impacted host communities, non-displaced people in conflict areas and refugees) to reduce mortality and morbidity in areas with high severity of need or at risk of a further deterioration of critical humanitarian needs.
