Situation and risk monitoring
Humanitarian needs will be monitored continuously to assess risks, context changes and implications for the response. Cluster-specific systems and assessments will track evolving needs and provide timely advice to the Inter-Cluster Coordination Group. This includes displacement trends to ensure that the humanitarian response can quickly respond to sudden increases in the arrival of internally displaced persons. In addition, climate-related shocks (e.g. floods) and disease outbreaks will be monitored using early warning systems, such as meteorological and flood forecasts, as well as disease surveillance systems, to enable anticipatory actions.
Response Monitoring
The humanitarian community will strengthen accountability for assistance to vulnerable people in Sudan through improved monitoring efforts by the different coordination forums. The response will be monitored based on the overall HNRP targets and indicators to track progress towards activities (output level) and age- and gender-disaggregated through the monthly 5Ws reporting on Activityinfo. The response dashboard will monitor the response against the overall targets and severity of needs. Gap analysis will be conducted monthly to support operational and strategic decision-making especially in prioritized localities. To streamline reporting, all partners implementing the HNRP are expected to use the Activityinfo online reporting tool. To support area-based coordination and sub-national coordination, the monitoring will focus on building capacity of partners and improving data flow between national and subnational coordination levels. Stockpiles monitoring will be undertaken by clusters to establish needed stocks, availability and pipeline breaks. The CFM will be used to inform accountability to the affected population in the implementation of the response.
