In 2026, humanitarian partners in Ukraine will continue reporting on the progress of the response, with data tracked and analyzed by clusters. In line with the 2026 HNRP, the response monitoring framework will be aligned with the four Strategic Priorities. Response monitoring will underpin analysis to ensure assistance reaches the most vulnerable in a timely, effective and principled manner. Following the Humanitarian Reset and guidance from the HCT, monitoring and reporting mechanisms will be streamlined and unified, enabling coherence and enhancing efficiency by reducing procedural complexity for partners and ensuring platforms are fit for purpose.
The framework will focus on three key dimensions: situational needs and risks, response and funding, and inclusiveness of humanitarian programming. Progress will be measured through ActivityInfo, capturing interventions disaggregated by geography, sex, age and disability, and supporting sectoral and intersectoral analyses to identify gaps. Monitoring will aim to combine quantitative metrics with qualitative indicators such as community feedback and post-distribution monitoring. Enhancing accountability to affected people within the monitoring framework will remain a central focus.
Real-time monthly response dashboards will track operational presence and delivery of activities using the “Who Does What, Where, When and for Whom” (5Ws) methodology, with cluster inputs consolidated into periodic snapshots and reports.
Response data will also be made publicly accessible via HumanitarianAction.info, complementing cluster-specific products, such as maps, digital situation reports and interactive dashboards. Funding monitoring will be strengthened to enable the HCT, ICCG, partners and donors to track flows, advocate for resources and identify gaps.
