The FSLC contributes to the two strategic objectives and all four strategic priorities of the 2026 HNRP. 

To achieve Strategic Objective 1 – ensuring timely and life-saving food assistance for populations affected by the crisis, FSLC partners will implement the following strategies: 

  • Emergency food assistance under SP1 for food-insecure populations within 0–50 km of the frontline, delivering essential food support to prevent further deterioration of food security and reduce negative coping mechanisms. 
  • Rapid response under SP2 and SP3, providing hot meals and ready-to-eat rations during evacuations and post-strike situations to meet immediate food needs at critical moments. 
  • Targeted assistance under SP4 to sustain critical food support for the most vulnerable, focusing on individuals living in collective sites who do not receive governmental IDP assistance. 

For Strategic Objective 2, emergency food production and livelihoods activities are prioritized to enable immediate local food production for own consumption, provision of critical animal survival needs, and sustaining basic livelihoods of the most affected households. 

  • In line with the reprioritization and humanitarian reset, and in close consultation with technical members of the FSLC, activities of the emergency food production and livelihoods have been redefined to target and address the basic and immediate needs of the most vulnerable population for survival. 
  • The provision of emergency food production and livelihoods will be implemented across SP2, SP3, & SP4, with a focus on the most vulnerable groups through a protection-centered approach, contributing to dignified evacuations while enabling improved food availability for sustenance.
