2.6 Cost of the response

The humanitarian community adopted activitybased costing methodology for the 2026 HNRP. The methodology focuses on activities and costing of financial requirements per activity to provide the total estimated costs of the response.

In 2026 , the humanitarian community requires $2.9 billion to respond to the needs of 8.6 million people with extreme and severe severity of needs.

Cost Drivers

Factors driving financial costs at sector level are detailed in each sector Chapter (Part III). Across all sectors, the main cost drivers for 2026 include:

  1. Ongoing economic instability, particularly the sharp devaluation of the Syrian Pound (SYP) and resulting price fluctuations and increases for basic goods, supplies, and logistics—also affecting contractual arrangements with local suppliers.
  2. The need to adapt the response to protracted needs and early recovery approaches, including the integration of projects that strengthen resilience and expand access to essential basic services.
  3. The challenging operating environment, including logistical constraints and securityrelated impediments hinder service delivery and maintenance and ultimately increase the overall cost of the response.
